The ethical problem is related to the fact that it is impossible to distinguish between AI-generated text and human-generated text.

Ministry of Science and Higher Education received an offer from the National Commission on AI Ethics on regulating the use of generative AI models in the learning process.

On February 3, a fifth-year RSUH student told the media that the university had decided to accept his diploma written using ChatGPT. In this regard, members of the National Commission on AI Ethics wrote to the Minister of Science and Higher Education asking him to formalize the use of generative AI models for educational purposes.

Formerly RSUH urged restrict access to the ChatGPT chat bot in educational institutions, which wrote a thesis for a Moscow student.

The AI ​​Ethics Commission consists of representatives from Sberbank, Yandex, MTS, Innopolis University, the Skolkovo Foundation, the Center for Strategic Research, the MGIMO Center for Artificial Intelligence, Skoltech, ITMO, and Bauman Moscow State Technical University.

“Everyone is now discussing high-profile cases in education, but technology will continue to develop. We see the best solution in adapting the education sector to their use,” said Andrei Neznamov, chairman of the commission for the implementation of the Code of Ethics in the field of AI.

The Commission on Ethics in the Field of AI put forward in a letter to the Ministry of Education and Science an ethical problem related to the fact that it is impossible to distinguish text created by AI from text created by a person. However, according to experts, the use of ChatGPT and similar technologies can reduce the time spent on routine tasks such as finding and organizing materials, text formatting, and research analysis.

The authors of the letter believe that “The use of new technologies may be appropriate and useful for mastering certain specialties and skills, and in some cases will not contradict the obligation of students to do the work on their own.”

ChatGPT believes that generative AI can be used to develop and train students in educational settings. They can be applied to big data analysis as well as complex model generation and image recognition. However, the chatbot warns against using neural networks to solve problems that require human thinking, art evaluation, learning, and decision making.

Alexander Kapitonov, Dean of the Faculty of Infocommunication Technologies at ITMO, proposed to fully allow the use of generative neural networks in education to create new projects. He is confident that this will help make research more interesting and detailed if the technology is used correctly.

Andrei Kalinin, Vice President for AI Technologies at VK, said that neural networks such as ChatGPT accelerate the development of new technologies and help reduce research costs.

Legal experts explained that from the point of view of the law, the use of AI technologies is a violation, including the ethical standards of the scientific community. In Russia, it is not yet possible to recognize the authorship of the person who created the work with the help of AI. Also, the use of AI for educational and scientific purposes is not regulated by law, and they are currently trying to regulate it by analogy with plagiarism, which is wrong in terms of the complexity of the technology. Experts believe that in the near future official permission to use generative networks in Russia is impossible.
