Microsoft proposes to the US government to create a special agency to oversee artificial intelligence

AI is a new reality that can change the world for better or worse.

Microsoft has approached the US government with a proposal to create a special agency that will deal with the regulation of artificial intelligence (AI). This is reported by the American magazine PCMag.

According to Microsoft, AI is a powerful tool that can be used for both good and evil purposes. Therefore, it is necessary to develop rules and standards that will ensure safety, ethics and responsibility in the application of AI in various areas of life.

As an example, the company cited the case when its ChatGPT neural network was banned in Italy due to violation of the law on the use of personal data. ChatGPT is a chatbot that can mimic natural language and have a conversation with a human on any topic. However, the neural network can also generate false or malicious information that can influence the opinion or behavior of the interlocutor.

Microsoft argues that such cases show the need for an independent body to oversee the development and use of AI in the public interest. The company proposes that this agency be similar to the Federal Trade Commission (FTC) or the Federal Communications Commission (FCC), which regulate the consumer goods and telecommunications markets, respectively.

“We think we need to create a new AI agency that has the authority to set rules for AI developers and users, conduct inspections and punish violations,” said Brad Smith, president of Microsoft.

Smith also noted that Microsoft is ready to work with the government and other stakeholders on this issue. He expressed hope that the new AI agency would help build confidence in the technology and promote its innovative development.

Microsoft isn’t the only company advocating AI regulation. Previously, similar initiatives were expressed by Google, IBM, Facebook and other industry leaders. They called on governments around the world to adopt international norms and principles that would guarantee the safe and ethical use of AI.

In Russia, the need to regulate AI is also being discussed. AI poses a threat to society due to the fact that neural networks are becoming able to generate ever higher quality content, including news reports and scientific papers. Experts suggest introducing mandatory labeling for such content to distinguish it from human-created content.

In May 2023, the Rector of the Russian Technological University Stanislav Kudzh asked the head of the Ministry of Digital Development Maksut Shadayev to introduce mandatory labeling of content created by neural networks and develop a program to protect critical infrastructure from cyber attacks using AI. Kuj also called for adding a clause to the order of the Ministry of Digital Transformation on identifying threats to the security of personal data when using neural networks.

Experts believe that the use of AI can improve the effectiveness of cybersecurity, but also requires new approaches to protect against attacks. They argue that to protect the infrastructure, a system is needed that will detect and block attacks using neural networks.
