By the end of March, the Ministry of Digital Development will offer a mechanism for using foreign software without Russian analogues.

By the end of March, the Ministry of Digital Development of the Russian Federation will submit proposals for the use of foreign software, the copyright holders of which have left the Russian Federation, for the period before switching to Russian analogues.

Head of Department Maksut Shadayev informed journalists that this is not about indefinite legalization, but only about a temporary transitional period for the development of competitive domestic solutions.

Shadayev explained that the ministry should regulate the conditions for forced use, provided that there are no competitive domestic analogues for some individual positions in the software and time is needed for the transition. At the same time, these conditions will apply exclusively to software from unfriendly countries and only at the time of the development of analogues in Russia.

The head of the department noted that the ministry offers two options for solving this problem: allow the use of software or provide a mechanism for paying for such software, the funds of which will be used to stimulate the development of Russian solutions.

At present, the main difficulty is the approval of the draft law, which will determine the rules for the use of Western software during the development of Russian analogues. Now the illegal use of copyright objects is punishable in accordance with the Criminal Code of the Russian Federation.
