US aviation is several years behind flight control technology

The outdated NOTAM system, which caused the suspension of 10,000 flights to the United States, will not be able to be updated until 2030.

The US Federal Aviation Administration (FAA) has said the outdated NOTAM computer system, which stopped about 10,000 flights in January, must be fully upgraded by 2030, angering US government leaders.

On Jan. 11, the FAA suspended all domestic flights for the first time since 2001, when the servers of the NOTAM system, which provides pilots and aircrews with critical flight safety or route planning information, failed. The problem arose due to the fact that the airport staff accidentally deleted an important file but fixing the situation obviously takes a long time.

On February 7, at a Congressional Committee on Transportation and Infrastructure hearing, several representatives of the Committee said that the air mission notification system (NOTAM) was badly outdated and that 2030 was “an unacceptably long time” to wait for improvements. Politicians indicated that the optimal timeframe for updating systems is 2025. The FAA stated that the deadline for system updates until 2030 based on current funding, and that the agency is looking for ways to speed things up. It is worth noting that $29.4 million was allocated for the modernization of NOTAM.

The January outage, although brief, brought more than 10,000 flights to a halt, all expected to take off in U.S. airspace within hours. The FAA has put in place safeguards to prevent a similar incident from happening again, including by introducing a one-hour delay in database synchronization and requiring two employees to be present during any NOTAM maintenance.

US Transportation Secretary Pete Buttigieg, whose department oversees the FAA, said the FAA’s FAA began upgrading the NOTAM system in 2019 and plans to phase out the legacy US NOTAM system by mid-2025. The second phase of the NOTAM system upgrade is planned to be completed in 2030.

Pete Bunce, president and CEO of the General Aviation Manufacturers Association, recommended that the FAA add artificial intelligence to NOTAM to weed out unnecessary information and “give pilots only the data that is important and necessary for the missions they fly.”
