Russia introduces a single electronic registry for military servicemen

The Ministry of Defense will begin the full operation of the registry from January 1, 2025.

By the end of this year, an electronic register of conscripts will appear in Russia, however, the full functioning of the system of the Ministry of Defense will be launched only in 2025.

Ministry of Digital Development published draft government decree on the creation of a unified electronic register of military records. In accordance with the project, the registry can be created before December 31, 2023, in 2024 it will be phased in, and from January 1, 2025, the Ministry of Defense will start using it.

Work on the register will begin on July 1, when the resolution comes into force. At the first stage, the Ministry of Digital Development will ensure the creation and commissioning of the register, as well as the testing of methodological, organizational and technological conditions for its maintenance and operation. The second stage will last from January 1 to December 31, 2024, including methodological support for the activities of military registration and enlistment offices that enter information into the register, and preparation for its full operation.

The register will contain more than 20 types of data, including personal information, identity documents, SNILS, TIN, place of residence and stay, marital status, foreign citizenship or residence permit, information on military registration, deferments from conscription, place of work, education, health status and other information determined by the government of the Russian Federation in accordance with a presidential decree.

The law on the creation of a unified register of citizens subject to conscription for military service was adopted by the State Duma on April 11. The law also provides for the use of electronic summonses and tougher measures against service evaders. According to the law, the subpoena is considered delivered one week after its appearance in the register. Presidential spokesman Dmitry Peskov said that the law is not related to mobilization, but only regulates military registration. At the final stage, the work passes to the Ministry of Defense, which from January 1, 2025 will form records and use the military register. Military registration and enlistment offices and other state information systems will provide data for the register.
