The State Duma invited the Ministry of Digital Development to lead the process of developing a CDN system and VPN services to create a competitive alternative to foreign resources.

The State Duma appealed to the Ministry of Digital Transformation with a request to create a national content delivery system (CDN) and a national VPN-service for foreign users to work with content in the Russian Federation. The development is proposed as part of the digital transformation and information security program.

In the relevant draft resolution The State Duma noted the need to “consider the development and launch of a national VPN service for access by compatriots and other persons to Russian Internet resources blocked outside the Russian Federation.”

Earlier, Anton Gorelkin (United Russia), Deputy Chairman of the State Duma Committee on Information Policy, Information Technology and Communications, announced the need to launch a domestic VPN in December 2022.

In his opinion, the creation of a national VPN service is not only the reason for the emergence of “a worthy alternative for citizens”, but also “one of the conditions for victory in information wars.” With the help of a VPN service, residents of foreign countries will be able to access Russian resources, many of which are blocked by hostile countries.

Gorelkin then noted that the US was funding some VPN services that spread fakes and misinformation among Russian users. In this regard, it is necessary to take retaliatory actions, the politician believes. According to Gorelkin, patriotic Russian companies under the leadership of the Ministry of Digital Development can develop a VPN service.

The same arguments were set out in the draft resolution of the State Duma. In addition, politicians suggest that the Ministry of Digital Development consider creating a content delivery network (CDN) with the participation of IT companies and coordination of this area by the Ministry of Digital Development.

Gorelkin believes that Russian digital services will be able to become competitive among foreign analogues due to the national CDN system, and its development “is necessary and will satisfy the main request of users – to speed up the work of many Russian resources.”
