The Ministry of Digital Development proposed to transfer the hung 1.3 billion rubles of Rosinfokominvest to the creation of a domestic analogue of GitHub. About it reported Vedomosti, referring to interlocutors in specialized organizations.
1.3 billion rubles on the accounts of the Rosinfokominvest fund have been idle since 2007. A source from an unnamed IT company noted that the Russian Foundation for the Development of Information Technologies (RFRIT) will become the recipient of the funds, which will later transfer them to ANO Open Source – this organization is developing a terms of reference for creating a repository.
Autonomous non-profit organization “Open Source” was established in April 2022. Among its founders are Vkontakte, Rostelecom, Innopolis University, T1 IT company and other structures.
“The decision of the government is expected in the near future,” said one of the interlocutors of Vedomosti.
According to experts, the amount of 1.3 billion rubles should be enough to create a platform, but you also need to think about the motivation of programmers to use it. Large free software developers already have their own infrastructure and are unlikely to be interested in changing it to a national repository.
In January 2020, the Ministry of Economic Development proposed create an open source repository in Russia similar to the GitHub service in case, due to sanctions, Russian developers will no longer be able to use the world’s repositories. It is worth noting that in April 2022 GitHub began to block the accounts of Russian banks which fell under US blocking sanctions.
