The volume of public procurement of Russian software for the first time exceeded foreign almost 2 times

More than half of the tenders in the country were purchases of Russian software worth more than 102 billion rubles.

The volume of state purchases of Russian software in 2022 was almost 2 times higher than the volume of purchases of foreign solutions. About it informed Director of the ANO Competence Center for Import Substitution in the Field of Information and Communication Technologies (CKIT) Ilya Massukh.

In 2022, the volume of public procurements of domestic software amounted to 102.46 billion rubles (54.19% of all public procurements for the year), and foreign solutions – 52.51 billion rubles (27.77%). TsKIT singled out in a separate category “mixed software” and software without data on the status of its manufacturer.

According to TsKIT, Russian software accounted for 87.08% of software purchases in the country, and foreign software – 7.34%. For comparison, last year the figures were 59.6 billion rubles for Russian software (34.5%) and 71.2 billion rubles (41.2%) for foreign software.

Massukh noted that Russian software includes solutions that are present in the register of domestic software. According to TsKIT, spending on Russian software in 2022 increased by more than 70%, while purchases of foreign software decreased by more than 25%.


The most common type of software that fell under import substitution were ERP systems, computer-aided design (CAD) tools, and data channel protection tools.

The most “non-import-substituted” were cloud computing tools, automated equipment management tools, as well as CRM systems. According to Massukh, in those classes where foreign solutions were mainly purchased in 2022, the main suppliers were VMware, Huawei, IBM, and also Dell.

Massukh also noted that the possible return of foreign companies to the Russian IT market “will change absolutely nothing, since trust in foreign suppliers has been catastrophically undermined, both within the country and abroad.
