US introduces bill to hold AI companies accountable for harmful content

US Senators Josh Hawley and Richard Blumenthal have proposed changing the Internet Conduct Act to allow AI companies to be held accountable for generating malicious content.

What is known

Section 230 of the Communications Act protects social media and other platforms from lawsuits over third-party content. Hawley and Blumenthal have proposed stripping AI companies of immunity from civil or criminal prosecutions related to the use of generative AI.

The bill would also allow people to sue companies for alleged harm caused by algorithms.

“When these new technologies harm innocent people, companies must be held accountable. Victims deserve their day in court and this bipartisan proposal will make that a reality,” Blumenthal said.

Hawley described the bill as forcing algorithm developers to “take responsibility for business decisions” when developing products. He also called the initiative “the first step” towards creating rules for AI and establishing security measures.
