Malicious Software Removal Tool (MRT.exe) from Microsoft is built into the Windows operating system. It is a free tool that does not provide real-time protection, but it automatically scans and removes common malware from your PC. The tool offers three different scan types: quick scan, full scan, and custom scan.

What is MRI in a computer?

MRT Is a malware removal tool from Microsoft that is built into the Windows operating system. The tool removes malware from an already infected computer. Antivirus products block the launch of malicious programs on your computer. Microsoft releases an updated version of this tool on the second Tuesday of every month as needed to respond to security incidents. The version of the tool supplied by Windows Update runs in the background and then reports if an infection is detected.

Why is the message MRT blocked by the system administrator displayed?

This is a free built-in tool, but sometimes this message may appear for the following reasons:

  • Software Restriction Policy– The first reason is most likely related to the software restriction policy on your system. If the software is listed in the Software Recovery Policy, it may bring up this message every time you try to start it.
  • Registry Entries– Sometimes registry entries also prevent the tool from starting.
  • Administrator rights- Some tools sometimes require administrator rights to work properly.

Let’s see how we can fix this error on your Windows computer:

  1. Remove it from Software Restriction Policy
  2. Remove specific registry entries
  3. Change file permissions.

1]Remove it from software restriction policy

If the software is listed in the software restriction policy, the system administrator might block it and it will not work as expected, so you will have to manually remove it from the list. You can do this using the Registry Editor. Before processing and deleting any files from the registry, we recommend that you back up the registry.

Press Win + R on your keyboard to open the Run dialog box. Enter Regedit in the box to open the Registry Editor. Once opened, enter the following key in the address bar of Windows Explorer.

HKEY_LOCAL_MACHINEPoliciesMicrosoftWindowsSafer

Check if there is any key named MRT or Malicious Removal Tool here in the list. If you find it, right click and delete it. It may ask for your confirmation before deleting, click “Confirm”.

Now, to check the software policies, navigate to the next key in Registry Editor.

HKEY_CURRENT_USERSOFTWAREPoliciesMicrosoftWindow

Check again if you see any key named MRT or Malicious Software Removal Tool… If so, right-click and select Uninstall.

Exit and restart your computer system. Try running MRT, hope it works.

2]Remove specific registry entries

If the above fix didn’t work for you, you can try this. This means that if MRT is not registered with software restriction policies and still does not work, try deleting certain registry entries to get rid of this error using MRT. Again, you should get a backup before deleting any registry entries.

We will do this using the command line. Enter command prompt in the Windows search bar, right-click the first result that appears and run it as administrator.

We’re using the command line here, so you don’t have to manually search for entries.

Copy and paste the following commands into the command line and press Enter:

reg delete "HKCUSoftwareMicrosoftWindowsCurrentVersionPoliciesExplorerDisallowRun" /f
reg delete "HKLMSoftwareMicrosoftWindowsCurrentVersionPoliciesExplorerDisallowRun" /f
reg delete "HKUS-1-5-18SoftwareMicrosoftWindowsCurrentVersionPoliciesExplorerDisallowRun" /f
reg delete "HKUS-1-5-19SoftwareMicrosoftWindowsCurrentVersionPoliciesExplorerDisallowRun" /f
reg delete "HKUS-1-5-20SoftwareMicrosoftWindowsCurrentVersionPoliciesExplorerDisallowRun" /f

Try running MRT and see if it works.

3]Change file permissions

If none of the above solutions work for you, try changing the resolution and see if it works. Adding an owner to a file sometimes just works. In fact, it gives you full access to the file and its security properties.

To change the permissions, locate the MRT.exe file on your computer. You will most likely find it here – “C: WindowsSystem32MRT.exe”.

To take ownership of the executable file, right-click the .exe file and select Properties.

Go to the Security tab and click Advanced.

Click the Edit option next to the Owner tab and select a user by clicking the Advanced tab. Click OK and you’re done.

You now have full access to the folder. Try starting MRT again and it should now work correctly.

How do I stop downloading or installing the malware removal tool?

If you want to stop the installation of MRT.exe, open Registry Editor and navigate to the following registry key:

Create a new 32 bit DWORD value, name it DontOfferThroughWUAU and set its data value to one

If it doesn’t exist, you will have to create it.
